Suikoden II , character effectiveness is generally measured by rune slot availability (up to 3), speed, and magic affinity. While nearly any party can finish the game, certain characters consistently stand out as powerhouses. S-Tier: The Powerhouses
- Viktor: The brash leader of the mercenaries is a physical powerhouse. Viktor has access to a "Double Beat" rune slot naturally (depending on version/tricks) and possesses a "Fury" rune slot in later iterations. His heavy hits and high HP make him a staple front-liner from the start of the game to the end.
- Flik: The "Blue Thunder" complements Viktor perfectly. Flik is a hybrid fighter/mage with excellent stats. He is naturally fast, allowing him to act early in the turn order, and his Lightning Rune affinities ensure his magic damage remains relevant even when his physical attacks plateau.
- Sheena: The son of the Mayor of Lakewest is unassuming, but statistically, he is a beast. He has three open rune slots and excellent stats across the board. He is versatile enough to equip a Double Beat, Double Strike, or Fury rune, turning him into a damage-dealing machine.
- Georg Prime: A character so strong he had to be written out of the story periodically. Georg has high strength, high speed, and a unique ability to counter-attack frequently. He requires little management to be effective.

- Why she’s A-Tier: Low attack power, but incredibly high speed and dodge. Give her a Spark Rune (increases party speed) or a Double-Beat to turn her into a multi-hitting dodge tank. Also mandatory for story segments.
