Copy the v1.1.7.cia file to the root of your SD card (or a folder you can find easily).
Open FBI (the installer app included with CFW).
Navigate to SD and locate the update file.
Select the file and choose Install and Delete CIAs (or just "Install CIA" if you want to keep the file).
Wait for the installation to complete.

Added new downloadable content (DLC) for the 3DS version: additional fighters, stages, and music.
New playable character(s) included with this DLC pack. Each character has unique moves, special attacks, and customisation options.
New stage(s) introduced, featuring interactive elements and themed hazards based on the DLC characters.
