The SCV regulates how much fuel enters the high-pressure pump. If the SCV sticks or fails electrically, the pump starves the rail. This is less common than filters but more expensive.
Essentially, the tractor's Electronic Control Unit (ECU) is receiving a signal from the rear linkage position sensor that falls outside the expected parameters. The ECU uses this sensor to determine the exact height of the three-point hitch.
